ABOUT SENATOR SOLSKY Today I am representing the state of Ohio and its desperate need to end pay discrimination for women of all ages, occupations and races. Ohio being an extremely industrial state I am seeing women being hired for jobs like working in manufacturing companies day after day, working very hard to support their families during this rough economic time and yet still constantly being paid less then men. Many of you may be wondering what do I know? But I graduated from Yale, and then I continued my education at Ohio State University. I have been senator of Ohio since 2007 but have been involved with politics since 1974, which means I am experienced, have seen hundreds of issues and found ways to resolve them by holding meeting in our community, which helps find out what the people want. I now reside here in wonderful Ohio, represent the politico model and am a liberal democrat. Representing a politico model means I am hear to get the people’s thoughts ands wants across to the public but I also keep what I think is best for the people in mind. Being a liberal democrat I believe in equality, the federal government and both political and cultural change. Although, I believe in these things our nation is not equal right now, which is the problem. We are not equal in the sense that women are being discriminated against in the workforce and being paid less then men. This is unequal.
Earlier I stated that I am representing Ohio’s need to end pay discrimination for women of all ages, occupations and races. First, I would like to go over age. This issue is affecting women of all ages. It is affecting women just graduating from college, starting their life in the workforce in need of money and women in retirement who could have made hundred of thousands of dollars more in their lifetime. The next issue is race. We live in a society where discrimination based off of race in the workforce is illegal. What is happening today is illegal but yet it is in fact still happening. The last issue is occupation. You may think that pay discrimination is only happening for women working certain jobs but it is happening world wide in every occupation. Pay discrimination must end.
THE ISSUE: -Wage discrimination in the workforce based on gender
BILL:
SECTION 1.SHORT TITLE.
“Equality For All In The Workforce Act”
SPONSORS 1. Senator Baker
2. Senator Cannon
3. Senator Gelderman
SECTION 2. PURPOSE. The purpose of this act is to end wage discrimination based on gender by closing loopholes that have allowed employers to continuously pay women less than men.
SECTION 3. FINDINGS.
Congress finds the following:
1. Although the Equal Pay Act was enacted in 1963, women still earn significantly lower incomes then men in the workforce. The illegal act of unequal pay is happening in all occupations and will continue to happen in private companies.
2. As of 2007, on average women continue to early only 78cents for every dollar earned by men. The gap is even great for women of color
2. This will affect millions of women who are entering the workforce each year. A woman with a high school diploma can expect to lose more than $700,000 over the course of her lifetime. For women with graduate degrees, the amount is over $2 million.
3. The existence of unequal pay-
(A)Negatively effects families who rely on the woman’s income
(B) Negatively effects the economy of the United State as a whole
(C) Keeps workers from fully benefiting from the equal protection clause of the14th amendment
(4)(A) This limitation to women has resulted due to the failed enforcement of the Equal Pay Act of 1963
(B) Putting an end to these limitations would have drastically positive effects including-
(i) Help solve economy issues
(ii) Reduce the number of women who are being less then men
(iii) Help provide a more stable income for families
(iv) Keep equality
SECTION 4. TERMS AND BENEFITS.
Enhancing penalties for employers who discriminate against women based on gender The penalties include the following-
1. A costly fine
2. Publicization of the company
(A) This will cause embarrassment for the company.
(B) This will provide knowledge to the public on pay discrimination and the companies committing this act.
Building negotiating skills for women: Empowerment Among Women Program
(A) Program authorized-
1. IN GENERAL- After consulting with the Secretary of Education, the Secretary of Labor is now authorized to establish and carry out programs that will allow women to unite, learn negotiating skills, feel empowered and then use the skills learned in the workforce.
2. GRANTS- The Secretary of Labor is allowed to make grants that will help carry out the Empowerment Among Women Program.
3. ELIGIBLE ENTITIES- In order to receive grants for the program you must fall under the following: A public agency, a local government in a metropolitan statistical area, a State educational agency, or a local educational agency, a private nonprofit organization, or a community-based organization.
4. APPLICATION- To be allegeable to receive grants you have to submit an application to the Secretary of Labor. The application must fit all the requirements that are asked for.
5. USE OF FUNDS- Any entity that does receive funds must use the funds given only to improve negotiating skills for women and the program.
Spreading awareness of the existence of wage discrimination
The secretary of Labor will continue to collect information on the issue in order to spread awareness to business, families and women including- 1. Gather information from research in order to end pay discrimination 2. Make the knowledge that has been gathered from research available to the public so they can farther their knowledge 3. Recognize businesses that do have equal pay. This will put pressure on the businesses. 4. Hold a meeting to discuss ways to further end this issue
